There's not much out there that can accept those old Wings-NGS files. There weren't many when they were newer, either.
This one works well, and is free, but can only convert to file formats that DO NOT contain color palettes, so you absolutely need associated color charts.
An excellent free conversion program is Wilcom's "TrueSizer"; while it does support designs with color palettes, it can't do anything with .ngs files.

The summary hit for embroidermodder included "(reads NGS,MLS,DST,DSZ ... "
But now looking again at the page the text was from a description of the Coates Viewer.

coats edv is the best at the moment and its free to own otherwise maybe you can sent to a friend who have wings that support ngv and request him to convert for you.
