I have tried using a USB to Serial cable without success.I purchased a cd of
embroidery designs and am unable to use it until I can get my machine to accept
my computer.  Am running XP because my windows 8.1 is not compatible. My laptop
has all the software and updates needed. Any suggestions are most welcome.

I cannot address your specific question, as I have a Singer Quantum  
XL6000.  But in order for me to be able to transfer designs to my  
machine from my computer (with a PSW dongle), I had to go through  
SEVERAL USB-to-serial adaptor cables. When I finally found one with  
the drivers which made communication stable, I purchased two  
additional ones, just to be sure I was never without one.  I also  
run Win XP.

The best adapter cable (for me) was by Ativia.  According to the  
Ativia website it is no longer available, but  Office Depot shows  
one in stock:
