It looks like pirated software to me..

This is from the page for the Wilcom software on the site:

"Package contents:

We will ship you a working CD that have Wilcom 9R With service pack 3, Please note that there are NO dongle included and NO hardcopy of user manual included, Please note that our copy can work on more than one computer at the same time for no extra fees using our CD. and no need to security device."

Legtimate software would include a printed manual, and there would be a dongle.
