Glass fusing. Creating bubbles with Copper oxide

Hi I have been using copper oxide to create bubbles in multi layered glass projects I have figured that less is more i.e. a few grains work better than a pile but my results are not consistent. With thinner glass two sheets together about 10mm 1/2 inch it will just not bubble much. Is it that the larger pieces are keeping their heat longer so sort of soaking them selves? Or is it surface tension inhibiting them?

Any help will be very appreciated
