Here's the directions from a quilting project I started several years back.

"Tea Dye Directions

In a large pot boil water, add 8-13 tea bags, let brew. Remove tea bags. Add fabric that has been pre-soaked in cool water. Make sure fabrics are completely covered in tea solution. Let soak at least a half hour. Remove, rinse in cool water. Put in dryer and press after they are dry."

I guess if you were very careful you could use this method in only the areas you want dyed and not the entire thing, but it would take a lot of manipulating of the fabric. Maybe you could use rubber bands, or something like that, the same way it's done for tie dying?

Good luck!

If you have a stain, that will remain a stain. In other words, if you have a cloth with a spot on it and you try to dye the cloth, the stain will show up darker than the areas around it. Been there, done that.

It's not possible to spot dye a finished piece of needlework. Threads will suck up the moisture - and they will change color. You must soak for tea dying.

Better to try to remove the stain. Try Zout or similar stain remover.

You didn't mention what type of stain it was. You could do a search on the Internet to find out how best to treat any given stain.
