Tulle is probably best, why do you want to make a substitution? Organza is probably next best, as it is usually quite stiff, but would be bulkier when gathered in several layers. Net is a coarser version of "tulle".

Chiffon would be way too limp, it would not stand out like a tutu should. You might, if you are really into projects, make a "wired" pancake tutu:

"Classical Tutu (pancake): A short, stiff skirt made with layers of netting that extends outwards (from the hips), and has a fitted bodice. The pancake style has more layers of net and uses a wire hoop and much hand tacking to keep the layers flat and stiff."

Net and dress net are stiffer and rougher than tulle. If you want it comfy, edge the tulle with ribbon... Sew on one side, wrap/fold round and sew on from the other.

It's a right royal pain to do but gives a lovely result.

Organza frays like the devil but can be pretty. Poly organza retains its stiffness.

Chiffon is VERY floppy. No good if you want it to stick out.

Just for playing, or for ballet classe?

I wanted something tulle like that had embellishments as I found no tulle with any kind of ebellishments just some sparkles.

Thanks Kate,

Just for play now but i hope to be ready for any ballet class needs when the need should arise.

As much as she loves immitating/pretending ballet she is not warming up to the idea of ballet class ? yet ?

thanks again. robb

Embroidered tulle can be found:

etc. In my experience, it is usually much softer and MUCH more expensive than 'everyday' or costume tulle. My younger DD's wedding gown was made with embroidered and beaded English netting (similar to tulle), however it cost well over $100/yard. Definitely not for a child's play costume. ;-}
