Gnome Hat

I am in the process of creating a Halloween costume. One of my friends has admitted that he is afraid of gnomes, so I thought a gnome costume would be fun. I already have all of the items needed save for one: a hat.

Before I start sewing the hat, I need some advice as to how to build it. As just a matter of personal preference, I have decided against a knit hat in favor of a cloth hat. I'm going for a hat that leans over and crumples. The look I'm trying to get is best illustrated at these URL's:

My first problem is the pattern. I was thinking about a cone hat that can crumple over, but I'm not sure if a cone would be too stiff. My other problem is the fabric(s). I don't have much experience with choosing fabrics (I've only done a little bit of sewing), so I don't have a clue on what to use.
