Interesting Skirt Detail

Today I was at the Dry Cleaner Shop when I noticed an interesting detail on a skirt. It was a natural color linen skirt, more or less a wide A line. The fun part was the ruffle. It was a bias ruffle, about 6" deep. At the top seam of the ruffle there were tiny stitched pleats; three pleats about 3/4" apart at

3" intervals. Clear as mud? PAT in VA/USA

"Minimalism" in fashion is over FYI. (I didn't notice it much when in was "in" either) This means various add-ons, flounces, draperies, etc.

Certainly might be fun for some ppl. A bit beyond me, I'm afraid. I'm 90% certain I've seen similar details in costumes from c. 1870-75, when ppl were really having fun with ruffles and piping, etc.
