A Google search on "how to report spammer to isp" turned up lots of good links, some of which are software-specific, so I recommend trying that. You have to make sure they aren't forging their "from" address.

You need to see the message's full headers. Using Thunderbird, you select the message then click on View on the top bar of the window. There's a menu item, Headers. Click on that, and select All. I think Outlook Express is similar.

You'll see the full header, including the path. One of the items is X-Complaints-To, followed by an email addresses such as snipped-for-privacy@rr.com or snipped-for-privacy@otis.netspace.net.au. You need to forward the entire message, including the full header, to that address.

You've been given some good advice, Irene. I always start with snipped-for-privacy@ispname.com which the vast majority of ISP's use for spam and other abuse complaints. Larger ISP's have automated responses to email sent to that address that provide further instructions on dealing with problems.
