I remember back in 1975, when I bought my White sewing machine which is still going strong, the saleswoman told me "Everywhere you see metal against metal, you put a drop of oil." That has served me well as a general rule of thumb. The Janome I bought about seven years or so ago, however, came with the instruction "Do NOT oil this machine."

NO that is the for gear shaft, there is an upper and lower hole for those You can get in through the opening where the lever is if you have a long spout or from the top
