Sewing Bouillon Fringe On Drapery Valance

I have a dilemma. I am making a valance 118" wide that will cover two side drapery panels of 1 1/2 widths each for a bay window with pinch pleated sheers on the window. The depth of the window is approximately

22". The valance will be straight across with pleats at each edge and will be mounted on a board flush with the molding on the ceiling. The length of the valance will be approximately 23".

The fabric is a blue gray and golden yellow toile that is in a more formal living room.

I want to put 3" bouillon fringe at the bottom of the valance.

Long story to question. Should I put the fringe on the very bottom so that it you will be looking through the fringe out of the window or with the fringe even with the bottom of the valance.

I have used a 18" scrap with the fringe pinned both ways and can't decide which is better. Of course, the scrap is a lot smaller than the

118" width of the finished valance. What is the norm?

The usual method is to have the fringe hanging free with no fabric behind it.
