Singer 290c stitch-length always max

A friend's daughter was given a Singer 290c. Daughter told friend "the tension is all wrong". Friend asked me if I can fix it. (I have a reputation for fixing things mechanical). Said I'd try, brought it home.

It did not even have a needle, so I bought some. After reading the manual and exploring, I had it sewing reasonably well, but the stitch length is always 4mm, which is the max. (knob markings run "0, micro, 1,2,3,4" (mm), and buttonhole settings on the opposite half of the knob)

The mechanism behind the knob is difficult to see. Before I dig into that area, I thought I should check that I have not got some other control set that would force stitch length to max.

Any suggestions about that, please?

I have read several postings about stitch length controls on Singers, but none seems to be applicable to this machine. It appears to be well lubricated.

The pin carrier may be broken. It is a tube with an extension that has a little "Y" on the end. Email me private and I can send a picture of it.
