I've been looking for labels for my small company but every label company seems to have very high minimum orders. Does anyone know of a label company that works with small businesses?

You might try some of the iron-on fabric for printers and print your own labels as you need them, on an inkjet printer. I have used them and find them to work quite well. Or just get printable fabric. You can print a whole page at once using mailmerge and specifying labels. Marion
