It might look like it, but I wouldn't call it comparable, more like flimsy and cheap, just IMO

Look at how the slide in and out bar holder is secured. Penn State's knock off - two "L" handles vs large wolverine long cam lever.

Look at the fingernail grind attachment/jig Penn State's knock off appears to be stamped folded steel leg, stamped steel tool holder vs Wolverine 1/4" thick steel

Oh - and try and find out where the Penn State knock off is made.

I looked at that and built something similar. I took me a bit more than an hour using scrap on hand. It allows me to produce a nice even grind. I am using a $59 Harbor freight 160 RPM grinder.
