Top loading Marvy punch

My wife just purchased a couple of Marvy jumbo 2" craft punches, and noticed one of them has a yellow tab that prevents paper or card stock from being loaded from the top, unlike the other one where there is no such physical barrier. The one with this barrier is the Scalloped Oval (SJCP-67) and the one without the barrier is the Scalloped Square (SJCP-69). What she is wondering is if the barrier is a defect, or if that's by design, and if so, what's the purpose?

Jack I've seen protective plastic strips in some punches you have to remove befor punching, but I'm not sure for this brand specifically. Why don't you ring the manufacturars?
