I'm looking for a poly envelope big enough to contain
8.5x11 sheets of paper in a three ring binder
But here is the catch. These sheet "pockets" must have a zip lock closure or some kind of closure that will absolutely NOT let anything fall from the pocket once sealed
Advice on what I want and where to buy?

Did you check Crop Hopper or TLC (for which M-C is a vendor)?
I know I saw a similar product on DIY Scrapbooking when they were doing a product review.

No haven't checked there
But you think such a simple product wouldn't be so hard to find huh?

I had a thought...if you don't have the need to re-open it but just want it to be sealed once the LO is inside, could you use a normal
8.5x11 page protector and seal the top closed with one of those kitchen vacuum sealers that fuses the plastic together? I don't know what they are called but they are fairly common now.
...just a thought.

I need to open it
What I'm trying to do is find a way to eliminate my 2 drawer file cabinet and hanging file folder system
I need something a LOT more compact for typical household papers such as warranties, forms, etc
So I "thought" I could find some zip lock binder "pockets" and just put everything in a binder
The pockets need to be able to hold several 8.5x11 papers such as all the papers associated with a car. See what I mean?

I use a three ring binder with with page protectors and clear plastic dividers with pockets. If you are able to find pockets with zippers in the 81/2 by 11 size let me know. I have only been able to find the pencil bag size and I use that to hold the bills. I did find some pockets at Target but they didn't have the holes to put in a 3 ring binder. I mostly use this 3 ring binder as a place to store the kids papers from school, calendar, and bills.
I recently started using the expandable files to store the years bills by month instead of by company. It makes it so much easier and faster to file them away. At the end of the year the years bills will be all together. I still have files for some companies , Insurance, Home, and cars and taxes. I think I might get an expandable to hold all of the taxes together too and one for receipts and warranties. I keep everything in a double drawer filing cabinet but you can easily store them on a shelf and label bottom so you can reach it easily.

Oh and I remember CM had some pockets with a ziplock type zipper to go in their sticker binder . I think they were discontinued but you might call your CMC and ask if she still has some.

Yep... THAT is the problem!
Finding 8.5 x 1 zip lock binder bags or pockets!

instead of by company.
I tried the expanding file idea above.
But I'm not sure doing it by month works for me
I need 'categories".....and just didn't like categorizing the expanding files
hence the binder pocket idea

This site has something like what you're describing but with a flap not a zipper:
