Hi, I am trying to put monogram on a cell phone case. Since it is already made and I don't want to take it apart, I only really have access to the monogram area from the outside. Is it still possible to do? And if so, what kind of machine do I need? Thank you.

Yes.
No machine - you'd have to do it by hand - there's no way a standard machine can sew without access to both sides. (Oh, there may be some ultra-complicated machine that somehow could do it; it would be an interesting search to find one.)
What you COULD do is stitch the monogram onto an applique or patch and then hand-sew and/or glue the applique to the case.
