would it be possible to frame 4 glass blocks together to use as a window?
maybe use 2x4's as the frame
could just mortar be used to join them in the wood frame? or would some kind of small lumber or wire be needed?

You seem to have it exactly right with the mortar. No wire needed. At Home Depot and Lowes the mortar is strored next to the blocks. This was one of the first projects my husband and I did together! When we put the house for sale, it was complimented like crazy. Our window was a bit bigger, but it was super easy! Be sure to start early enough in the day. My hubby and i waited until after lunch and things got ruff after dark.
