You'll first need to register the domain name at any one of the gadzillion places on the web that offer this service, i.e.:
...just "google" for them...
Next you can either create your own website or have someone else do it (using a program such as Dreamweaver or Front Page)
...and host it someplace...for example, does your IP provider offer you space on their server? We get about 5MB on ours, not much bot OK for a basic web site. If you want something larger you go to a web site hosting service.

Decide where it's going to be hosted first, some include registering your domain in with the price of hosting. I'm a happy camper with the service I get from start logic. Prices were reasonable, customer service excellent.
Yahoo offers webhosting for $12 a month. My husband uses it for the Metropolitan Cantor Institute and has been happy with it.
