Hi, I'm a beginner and I bought these plastic sweatpants that are too long. I'd like to hem them but there is a zipper going up the end of the bottom of both legs. Where would be the best place to shorten them? Could I do it at the thigh? I don't mind if there is a seam showing. I'd just like to preserve the zippers so I can take them off without taking off my shoes (I plan to wear them in the rain over my suit so my pants don't get wet.

The thigh might be a good location, unless you're a cyclist.
I'd do a "growth tuck" somewhere on the leg where it won't interfere. Try them on, pin the tuck, do some calesthentics or whatever (running for the bus?). When you're happy with the revised length and tuck location, stitch it. You're done!
You might need to seal the needle holes to main rain resistance.
(A "growth tuck" is commonly seen on hand-me-down childrens's wear. Popular with historic re-enactors.)
