Small stitch, microtex needle, roller foot on the machine. Straight stitch a patch over the hole from the outside. Better patched than taking a tuck with the serger.

Seal the holes on the inside with silicone bath sealant if the bag is supposed to be waterproof. A tiny amount smeared into the holes with a wet finger will do perfectly.

Real parachutes are made of silicone coated ripstop nylon. If that's what you've got, then the good news is you don't have to worry about it fraying. The bad news is that you can't fuse or glue to the stuff. You'll have to sew a patch on. Easy enough to do, just worry about the stitch holes leaking, if the bag is supposed to be water proof (and you care.) A bit of seam sealer will owrk fine. Of course, you probably not have a suitable fabric to make a patch from. A local fabric store might, or might not, have a polyurathane coated rip stop. that'll work fine. Failing that, whatever is on hand will work, too, but won't match.

The only difficulty I have sewing silnylon is that its really slippery. But it's not hard to punch a hole through, it doesn't fray, and it's not stretchy.
