I have an old Delta Milwaukee lathe, serial #34-6124. It's in perfect shape but I need to replace the belt and cannot free the pulley from its shaft in the headstock. I've tried liquid wrech and some robust tapping without success. I have of course removed the 2 set screws holding the pully to the shaft. Any suggestions?

Why not cut the old belt off and replace it with a link belt?
Harry Pye's idea is good, but if you still want to loosen the pulley someone over at The Old Woodworking Machines site ought to be of help:

Don't mess with it unless it needs bearings or something..
When I bought the jet 1440 and read about belt changes, I went out and bought a link belt for when the OEM belts needs changing..
I want to turn stuff, not overhaul my headstock just to change a belt... YMWV Mac

It has been a long time since I put a belt on one of those. If memory serves, and I may be wrong here, there is a trick to it. I don't think you have to remove the shaft entirely. There is some what to slide it out part way, maybe remove one bearing, and then slip the belt over the end of the shaft. The inboard bearing is a large thrust bearing and is fixed to the shaft. The outboard bearing is not fixed to the shaft, it floats to allow for shaft movement.
You might try to get the manual from Delta/Milwaukee/Rockwell. Many mfgrs. have PDFs of all their old manuals.

Link belts are great, I have this same problem on my bandsaw and use a link belt, super easy solution that eliminates a lot of work as long as the bearings on the shaft are good.

Were these two set screws at 90 degrees? Or in the same hole? I've seen them stacked before.
