When they came up with one of the major psychological tests, for "normal" they used volunteers from among people who were visiting sick relatives in a major hospital in Minnesota in the 1950s.
So "normal" is the kind of answers given by (1) people from Minnesota who (1a) have relatives in a hospital, (1b) visit them, and (2c) are willing to take a psychological test to help out some researchers. Note: (2) the answers they gave are the ones they will admit to a stranger in writing, not necessarily the whole truth.
