I can't say for sure unless I know what color was used, but I'd bet there's a dot of one of the "streaky" colors under the clear and that either that color dot was placed and pulled away with a twist, or the clear was applied with a twist. Either way, you could get that swirling with the right color.
But then again, it could just be serendipity!

See the swirls in the bumps? Is that just a characteristic of the type of glass, or are they put there? >
