eBay adverts can be scams to defraud you of money. Do ***NOT*** send money to overseas people with a machine such as this. I have received multiple places to wire money to on one item for multiple sales and they all claim to have the same serial number.
I don't believe Paypal can help in anyway either. The scammers will not accept anything but untraceable transfers including Western Union.
