Backing for patches. Need help please

I want to do some patches for our Kite Club and I have noticed that the ones we have been given for examples have what looks like a clear plastic backing covering the finished stitches in the back, apparently for stiffness. The final outer stitchning seems to go over the plastic(?) Is this just something like heat n bond or something else? I can do the patches, it is just the finish I am not sure of. Any advice would be welcome

For the ones that I've seen, the shiny side indicates an iron-on stabiliser.

Quick check to be sure: Try ironing a piece of one onto to some scrap fabric. If it sticks or not, you've got your answer.
