Ahhh, perhaps the hem was hemstitched, rather than plain hemming?

Really, anyone who is "drooling" over this type of embroidery needs to pick up a copy of Martha Pullen's magazine.

much of this is done by machine (tucks, lace to entredeux or seam, etc.). However, those in SAGA (Smockings Arts Guild of America), learn to do it by hand, as well many of the other surface embroidery and smocking techniques. You can also learn in EGA, but there is less emphasis on the art form. I'm working on changing that, but Rome wasn't built in a day. :-) Part of the problem is: Where do you put this stuff! Who wants to wear it? Who wants to use it in their homes? There is considerable resistance.
