Sort of OT: Broomstick Lace

I'm hoping that someone out there can direct me to the proper group or site. A dear friend in Scotland is trying to find out the history of broomstick lace aka jiffy lace or peacock's eye lace for an article she is writing for a class. I know it is done with a crochet hook and a very thick dowel or knitting needle, but can't seem to really find out anytlhing more. Books in my personal library has no mention. I do have some patterns for it, but nothing else.

You will find oodles of sites that show you how, give examples. Not sure about history. Didn't dig under the obvious except saw a link to Crochet Guild of America which states: the lack of evidence means that the history is mostly conjecture instead of fact. ...
