If you're new here, it's a good thing to read anyway. HTH

Kryss, basically for the scrapbox, embellishment box, and things like that, you have to be here for 3 months and be a consistent poster (not just a post once every other week or so). This is because those particular items do have items of value and we wouldn't want someone to sign up and then keep it (not saying you would but trying to be protective because everyone has donated items for those boxes).

As for swaps or Spring cleaning or things like that - that's up to the person hosting. The requirements may not be as stringent because you are sending things in and then getting something back. The main concern here is if someone is really late getting in their commitment and hold up everyone else's or if someone signs up and then backs out - the host may have to try to get someone to "angel" or cover for that flaker. If you are fairly new and someone is hosting a swap, you can email others on the group to see if the person is a good host. You want to make sure the person will get everything back to you that you deserve and in a timely manner. Here is a link for the swap page on the website where you can see info on current and past ones.
