Ballroom Dancing Skirt

I am making a ballroom skirt for a costume party my husband and I are attending. I have the skirt put together, with just some finishing and hemming remaining. The top layer is chiffon, and the underlayer is a lining. Each layer is a double skirt. The chiffon also has godets.

I am planning to use a serger for hemming the skirts (rolled hem). I am trying to decide whether to put fishline into the hem(s) to help the skirt have more fullness away from my body. Any suggestions? If was to put in fishline, is the fishline put into the top or bottom layer?

I would put it in the top layer, but a caveat: modern fishing line is very strong and therefore much thinner than it used to be. I found that strimmer line worked better (strimmer as in the device used for cutting grass). You can buy it from DIY or gardening shops. Different makes are different colours.

I wouldn't put fish line in it - it will certainly make it stand away from your body (great for competition dancing or medal exams, when there is space), but if you are trying to dance on a crowded floor it's actually a pain.
