Hi, I'm trying to repair a 40 year old Singer Model 457 machine. After performing enough disassembly to remove a stripped top bevel gear from the vertical shaft of the timing belt pulley, I found that the needle bar no longer moves up and down. I need advice on how to reconnect the linkage to restore needle bar motion.

i guess you broke even , someone paid you $12 to take the machine away and you blew your profits buying a $12 bevel gear ;) (joke)
There is not much to that needle bar. My guess is you swung the needle bar so far to one side that the slide pin that links the needle bar to the horizontal shaft slipped out of its slide bushing and just needs to be reinserted.
There is a clamp on the needle bar (about 1/2 way up/down either end) with a set screw in it. The clamp allows one to adjust the needle bar height it also doubles as the slide pin which is a shiny pin sticking out the side toward machine. This slide pin will have a hole /bushing it slides into which connects to an arm that connects to the horizontal shaft.
If none of that made sense you will want a parts chart, servce manual or a working 457 reference machine :)
