To what use will you put the finished cushion? Is it supposed to be comfy? Washable? Just look good (not feel good)?

Old (clean!) pantyhose?
Contents (clean!) of an old bed pillow?
Scraps of knit fabric?
Purchased polyester filling (usually quite cheep) from shop.
Purchased beans for beanbags (or, nick them from your old, deflated beanbag).
Rats! Forgot to add: purchase a small pillow form (they cost about $2AUS, so should be something like $1.50US) and rip out its contents to stuff your phish.
We used old nylons, back when you had to have pretty low standards on Friday to get a week's wear out of a pair. Stockings are a little hard to get smooth, but springy and machine washable.

If you have any old, unwearable sweaters, raveled-out yarn is good filler, and kids love to do the raveling (unraveling? I never know).
