I finished turning the outside of a walnut burl bowl. I sprayed one coat of Krylon matte finish on the bowl and the finish turned a frosty white. The second coat turned it back to the natural walnut color. Would moisture in the wood or a foggy day be the problem?

moisture makes laquer do that - I believe krylon is laquer

The call it "blush," and it happens because of moisture in the wood or the air.

Quick search on lacquer should tell you what conditions to avoid.

Yes. Lacquer will blush to a whitish color when the atmospheric humidity is very high. It might do the same if the wood has not bee allowed to dry sufficiently.
