Any number of commercially available patterns will give you step-by-step instructions for measuring, cutting and sewing a similar valance. Here is a link to one:

There are home decorating patterns just like that from McCalls and Simplicity......Try a fabric shop or even Walmart.......look in the Home Dec section of the pattern books and you will find them.
