Oh, I feel your pain! I lived in an apartment complex for 4 years that had bad plumbing problems, and at least twice a week, the water would be off for a few hours at a time (like, 4 at most). THEN, earlier this year, the boiler went out. We were without water for EIGHTEEN DAYS! It wasn't legal, of course, and we ended up calling the health inspectors on them, and then we just decided to move. It drove us crazy! We had to visit friends every day to shower, and used bottled water for teeth brushing/hand washing. It was so expensive (water is a pricy commodity here in So. CA), and so frustrating.
