needlepoint strategy question...

Ok - here's the situation - a white or light background and an occasional blue stitch scattered here and there. (polka dot effect) Would you place the blue first or after the background is in place? I have tried both methods and still see some blue shadows or bleed-thrus. Would you anchor ea. blue stitch or do a little jumpover - say no more than 4 or five stitches away from ano. blue stitch? Admittedly, I can get lazy, hence the jumpover....you can see I'm anticipating the answer already.....

When my mother taught me to NP she said to work lighter to darker whenever possible. Granted, I'm not sure why she thought this was the way go to, just what she taught me 30 yrs ago.

Jumping 4-5 stitches isn't all that bad, I've seen MUCH worse! lol
