As far as I know, they're people who stitch something for money for someone else who doesn't have the time, etc. I know there's a company out there specifically called GhostStitchers:

They charge per actual stitch, and they pay that way as well. Thefee starts at US$0.01/stitch for stamped cross stitch and goes up to$0.03/stitch for hardanger. I don't know how much they paystitchers. Allura
