I'm not sure how they are going to account for the difference. I sure plan on finishing the two I'm listing.

Maybe they have budget to purchase some and the registration provides the rest needed. Or, maybe some shops made donations.

I e-mailed the program chair and asked her. She said she is assuming some won't finish. If she needs more, she'll use part of her program budget.
