My off the cuff answer would be, "no." I would say it would be akin to tipping your dry cleaner or your dressmaker.

In my opinion... if I am on my longarm quilter's schedule... and we agree to a price.... that is what I pay. If I were to ask a favor (squeeze me in... or some other out-of-the-ordinary accommodation) -- than I might want to give her a little extra to thank her for the above-and-beyond.
But for a routine quilting job... she sets her price... and I pay it.
if it's an agreed price...pay that. i know if i take any quilts to the Long arm quilter and i want a "rush", she charges extra. so...no tipping... but if she does a great job and i didnt ask for a rush...i do "round up" the bill to the next $10 or so... amy in CNY
Tip her? Indeed I do. I'm so grateful for the beauty my longarmer adds to my quilts that I'd bring her breakfast in bed and shampoo her dog for her if I could. Polly

Most quilters don't get tipped. Once in a while, especially for going above and beyond (extra services, squeezing in a rush, etc), but not as a general rule.
Is it anything like tipping a cow?

Oh please .... when I saw the topic line, the image I got was similar to that of tipping cows. You know, pushing them over. I had this picture of a quilter with hoop being slowly tipped aside. Weird! Anon in Someplace USA
