I have the full Photoshop on my machine, but have not opened it in years. So, I'm not sure if the steps match exactly or if the balloon shape is even available. I have seen comments from Photoshop users that they have to create the balloon shape from an overlapping ellipse and triangle. The rest of the concepts should be very similar.
