Sandi, the only one I recall like this was about someone who used a boardy paper like the stuff they wrap baked goods in at a bakery. I can't think of her name, but the woman who wrote this was an acquaintance who taught sewing in Dayton, and who also made horse show clothing (for both horse and rider). I don't recall there being anything about chicken wire in this article, though, so it might not be the same.
I can't imagine chicken wire working, either. It's so porous!
