Are you using one of the "BIG THREE"? (Simplicity, McCalls, Vogue) They have the measurements on the back of the envelope, and the size that you are buying is marked on the front. Although I always never seem to look and buy the wrong size.....Do as I say.....not as I do.

If you can sneak the pattern *envelope* past him, I'd use a girl' plus size 12 1/2, although it will still be on the long side as it's made for 58 1/2" tall. Just remember to add a fly, and button the shirt on the guy side. ;-)
The Tech Center at Vogue has standard measurements for adults through babies:
For a 30" waist, there is no "boy's" size. You can either get a boy's XL(16) (waist 27 1/2" height 61 1/2") and size it *up* through the waist, and maybe the hips and chest, although it's going to be too long for his height (sleeves and pants, as well as torso).
The other choice would be to get a man's size Small(36), and reduce the lengths, as men's patterns are made for average 70" heights.
I found these: McCalls M4650; M4364; M4291 and M3193. I hope there are better selections in the catalogs.

Aaaaargh!!!! Check the style *very* carefully. Girls' trousers are
*very* low rise indeed these days - don't come up to anywhere near the "natural" waistline.I'd be inclined to buy a copy of winifred aldritch and draft from scratch to his measurements.
