Hi There have been a number of counries that have issued "postal savings stamps." About ten to fifteen years ago I remember seening a small booklet listing the various government issued savings stamps. I don't know how many, if any, governments still do this. The US system was discontinued in 1966. Art
The Canadian one closed about then too. I still have my account book with $3 in it. I figured it would be worth more than the $3.
