mix wax with the chips, like you were making chex mix, and pack into cardboard tubes. I like the paper towel roll idea for fire starters, but for large volumes you'll want to use bigger shipping tubes to make logs for the fire. Carpet stores and home depot type places tend to have larger rolls in dumpsters now and then.
A friend of mine uses a recipe like this for 'fire art' where he makes sculptures, packs the flammable sawdust around the joints and edges, and burns them at the beach.
