question about circular needles

Are 12 inch circular needles 12 inches including the needles, or are they 12 inch cables and then add the needles?

Circulars are measured from tip to tip, in my experience.

The ones I tried were 12 inches including the needles. The needle portions are extremely short and the inside diameter while working is so small that I found it much more difficult than knitting with double points.
