Please understand I am not cutting on the artist in any way. I have seen his work on ebay and like it.
Just a question -- is this allowed? Isn't it just advertising, not an auction?

No, it's NOT allowed. It might violate the fee avoidance policy and/ or No Item policy, and it certainly violates the Bonus, Prize, Giveaway and Raffle policy. He should know better - he's been an eBay member since 2000.
