Gee, I haven't heard any rumours like that here in the DC beltway vicinity - even from the most ardent haters, or friends in close enough places to have some inkling. Of course, you are on the Left Coast, so who knows what rumours would make the denizens happy to spread.
Don't think there is any danger of such a ludicrous thing. While I don't agree with much in politics - GWB does seem to kind of be a strict constitutionalist - hence no emperor or martial law declarations would fall in with that. Just my HO.
