Removal of fabric glued to wood

I have found that you really need to get as much of the glue residue off as you possibly can, because new fabric will sooner or later (probably sooner) become loose. Dry scrape the residue and then sand. Then use a very good glue -- not with a glue gun! -- to put the new velvet inside the case. Yes, you need to use velvet!

Try a sharp razor blade to help with the scrapping.

There is glue made specifically for fabric that should work. I'd do a test on a similar scrap of wood. And be sure that you smooth it with some kind of straight edge, roller or the like - kind of like smoothing wallpaper. But, if you clean the wood well, it should be fine - assuming no big lumps and bumps.
