I have been playing a bit with Texture Magic. It is wonderful stuff to play with. And Polly you would love it for some of your tiny baby things. Texture Magic is a fabric that shrinks when you steam it. So... you sew it to a regular fabric, steam it and get a sort of smocked look. The texture you end up with depends on how you stitch the two together, and whether you put wool batting (or something else that is light and stays puffy) between before you start stitching. Closer stitching = more texture, less stitching = more "puff". Oh it is so much fun when you steam it. And then when you turn it over and see the texture!!! I will try to get some pictures up at some point, but if you google Texture Magic you will find lots of ideas. Annie Unrein (SP?) has several different patterns using bits of "magically textured" fabrics.
Note: the stuff isn't cheap, but it is fun and you don't use much in any one project.
