1) a. How difficult are cumberbunds to sew? b. would using tartan greatly increase the difficulty (ie getting the "set" right in the pleats)?

As far as your two questions - I know nothing.
However, friend had a wedding dress with big Guineviere-looking sleeves - bell out, gathered in and then belling out again, then narrowed to a point over her wrist.
The belled out parts had beads sewn on.
I made her little flower girl dresses, and simply quilted the bodice - it was deep purple. I cross-hatch quilted it with gold thread, then placed a gold bead at each intersection. Just the front of the bodice, and only the center.
They turned out sensational - I'll see if I can post one to the webshots page - I have them here somewhere...the girls' mother had no interest in keeping the dresses! Both were tomboys and would never wear them again.

If you have enought fabric, you could make the cumberbund on the bias so there would be no matching. I used to make Canadian Air Force Mess Kits,(formal wear) in my pre-quilting life. There are patterns out there for cumberbunds, bow ties, etc. They are pretty straight forward. Susan, in Kingston ON quilting (what else?)
